Dr. De Luca brings over four decades of distinguished litigation experience to E & S Immigration Services. A seasoned advocate, he focuses on USCIS and Immigration Court matters, mandamus petitions in Federal District Courts, and complex appellate litigation before the Board of Immigration Appeals (BIA) and various Federal Circuit Courts.

His notable legal career includes serving as a Special Associate in the General Litigation Division of the New York City Law Department and as Lead Counsel in diverse administrative proceedings, arbitrations, and high-stakes trials across State and Federal jurisdictions. Dr. De Luca has managed large-scale legal teams for global law firms and corporate clients on complex regulatory matters. His experience also encompasses clerking for the U.S. Court of International Trade and serving as General Attorney (International) in the U.S. Department of Commerce.

An accomplished scholar, Dr. De Luca holds the terminal SJD (Ph.D. in Law) and has served as an Adjunct Professor at Pace University School of Law. He is admitted to practice in three states and ten federal courts, including the Supreme Court of the United States. Prior to his legal career, he served as a LTJG in the United States Navy aboard the U.S.S. Midway (CV41) in Yokosuka, Japan. He continues to serve his community today as an EMR with the Parsippany Volunteer Ambulance Squad and the Parseippany Rescue and Recovery Unit Dive Team.
